Sefer HaChinuch Introduction: Difference Between Torah and Mitzvot

We have 613 Mitzvot in the Torah (commandments). There are two components to the Torah – Torah & Mitzvot. What is the difference between the concepts of “Torah” and “Mitzvot”, and what is the relationship between them?

On the one hand, they are interwieved throughout the Torah and the Mitzvot are an innate part of the Torah. On the other hand, there are narratives in the Torah that are stories or events and don’t specify certain Mitzvot.

In this introduction, Rabbi Weiss analyzes this difference and sets the stage to understanding the place of learning 613 Mitzvot within the context of learning Torah, on a macro level.
